BABSEACLE [www.babseacle.org] seeks experienced university law school clinicians (or legal professionals with similar experience) to provide clinical legal education mentoring support through our International Clinicians In Residence (ICIR) Programme to Myanmar University Law Departments in 2019-20. The 10-12 month residency would begin in December 2019 or possibly earlier in 2019. (Higher education follows a December-March and June-September semester scheme, with the last month of each semester devoted to exams).

BABSEACLE (www.babseacle.org) is an international non-governmental legal education organization working to strengthen justice education and provide access to justice throughout Asia and globally.  Since 2003, BABSEACLE has been working collaboratively with universities, law students, legal institutions, governmental and NGO partners to develop and strengthen legal education clinics.

BABSEACLE’s well-established strategy and method for such placements is based on the following criteria:

•  a high level of English speaking, writing and listening skills.
•  previous work in developing clinical legal education (CLE) programmes in their own country and elsewhere (preferably countries in transition and when possible within countries in Asia), including working knowledge of CLE programmes similar to those established in Myanmar with both clients/community and classroom components.
•   affiliation with associations that adhere to best practices, such as the Global Alliance for Justice Education (GAJE), Clinical Legal Education Association (CLEA), European Network on Clinical Legal Education (ENCLE), Southeast Asia Clinical Legal Education Association (SEACLEA) or International Journal on Clinical Legal Education (IJCLE).

For this particular residency, the ICIR should be prepared to cover travel and living expenses and volunteer their time–or seek compensation (and other expenses) through independent, sabbatical or Fulbright Scholar funding. Up to 5 Fulbright grants are available for Myanmar for 2019-20. Once placed, ICIRs will be requested to:

• provide periodic reports and/or reflective journals.
• present a narrative report of their experience and a verbal debriefing, upon completion of placement, including thoughts on what is workable in Myanmar/host institution long- and short-term; and identify materials and resources that they see as helpful to CLE in Myanmar.
• attempt to foster greater bilateral ties, including exploring ways for the ICIR’s institution to independently support (technically and/or financially) future CLE partnership initiatives.

BABSEACLE will assist suitable applicants who are able to fit dates corresponding to Myanmar university semesters in seeking Fulbright or other funding. Placements will be outside Yangon, at a university in the process of bolstering its externship and/or community legal education programme.
